Steps to be followed to create a Google developer’s account.
Step 1: Sign up for a Google Play Developer account using your Gmail account
Step 2: Confirm your Developer Distribution Agreement
During the registration process during the signup process, you’ll be required to read and agree to the Agreement.
Step 3: Pay the registration fee
You will need to pay US$25 for a one-time registration fee which you can pay in the following ways:

· American Express
· Discover (the U.S. only)
· Visa Electron (Outside of the U.S. only)
Note: Prepaid cards are not accepted. The types of cards accepted may differ by location.
